Regulation of Registered Social Landlords (Wales) Act 2018

A Welsh Government Bill introduced by Carl Sargeant AM, Cabinet Secretary for Communities and Children. The First Minister authorised Rebecca Evans AM, Minister for Housing and Regeneration, as the new Member in charge of the Bill, from 9 November 17. The Business Committee remitted the Bill to the External Affairs and Additional Legislation Committee who established a sub-committee to scrutinise the Bill.

 

About the Bill

The purpose of the Bill was to amend or remove those powers which were deemed by the Office for National Statistics (“ONS”) to demonstrate central and local government control over Registered Social Landlords (RSLs).

 

These changes enabled the ONS to consider reclassifying RSLs as private sector organisations for the purpose of national accounts and other ONS economic statistics.
