The Governance Challenges posed by indirectly provided, publicly funded services in Wales

The Auditor General for Wales produced a discussion paper, in February 2017, on the topic of ‘arms-length governance’ which is intended to promote constructive debate about the way forward in relation to governance issues affecting public services in Wales. Its overall purpose is therefore to support improvement across what is an increasingly complex public service delivery landscape.

 

The Public Accounts Committee considered the paper and received an update from the Auditor General in December 2017. Following that, the Chair wrote to the Permanent Secretary at the Welsh Government seeking an update on any work that has been undertaken in taking forward the areas of work identified in the Auditor Generals Discussion Paper particularly in respect of the relationship between the Welsh Government and arm’s length companies.

 

A response was received in autumn 2018.
