Purpose of the consultation
The
Finance
Committee undertook an inquiry into the Welsh Government’s capital funding
sources.
Terms
of reference
- To
consider all funding models available to the Welsh Government:
- conventional funding
(including financial transactions capital);
- government
loans (including borrowing limits);
- government
bonds;
- role
of capital receipts;
- borrowing
powers of Welsh Government bodies; and
- the
Mutual Investment Model.
- To
consider the financial risks and costs of borrowing for different funding
models or for specific models.
- To
look at how funding sources could be used to deliver an effective capital
funding strategy.
- To
consider whether the Mutual Investment Model represents value for money.
- To
compare the Mutual Investment Model costs to other Public Private
Partnerships models.
