To propose that the National Assembly for Wales:

 

1. Notes that approximately 40 per cent of the workforce is employed in the 'Foundational Economy' supplying essential goods and services such as: infrastructures; utilities; food processing, retailing and distribution; and health, education and care.

 

2. Recognises that these sectors are often more resilient to external economic shocks and have considerable potential to generate greater local value from the provision of localised goods and services.

 

3. Regrets that many of the sectors within the Foundation Economy are marked by low paid and insecure jobs

 

4. Calls on the Welsh Government to develop a strategy to maximise the impact of the 'Foundational Economy' across Wales as part of its work on developing a new economic strategy, including measures to improve employment conditions in those sectors.

4.1

Paper to note - Letter from the Chair of CLA re Scrutiny of Regulations Relating to Tax Bands and Tax Rates

Minutes:

Business Managers noted a letter from the Chair of the Constitutional and Legislative Affairs Committee asking for the Llywydd’s views on Standing Orders relating to regulations being subject to a provisional affirmative procedure – the new procedure for the scrutiny of regulations relating to tax bands and tax rates.

 

The Llywydd informed Business Managers that Assembly and Welsh Government officials are working on a process that will address the Committee’s concerns, and will share that advice with the Business Committee and the Constitutional and Legislative Affairs Committee in due course.

Spokespeople Questions

  • The Llywydd reminded Business Managers that Spokespeople Questions should not be used to raise questions on constituency or regional matters. Spokespeople are free to enter the OAQ ballot and table a question in the normal way, and to request supplementaries on other tabled questions should they wish raise issues within their constituencies or regions.

 

Topical Questions

  • The Llywydd informed Business Managers that she would bring forward detailed proposals on Topical Questions next week for consultation with groups.
