On the basis that the campaigners have succeeded in their aim to have the flood risk reassessed prior to any work further being done in the park, and as Natural Resources Wales does not intend to undertake further work at the current time, the Committee agreed that there is no further action that it can take before the end of this Senedd term.  The Committee congratulated the petitioners on their success and closed the petition.

 

In doing so, Members agreed to write to urge Natural Resources Wales to share their reassessment of the final phase of the Roath Flood Scheme with the petitioners at the earliest convenience.

The Committee considered correspondence from Cardiff Council and NRW together with further comments from the petitioner and agreed to:

  • request a further update from NRW and the campaign group given the ongoing discussions between both parties, the planned engagement work with households directly affected by flood risk and NRW’s consideration of the request to extend the current pause in the works; and
  • seek information from Dŵr Cymru about its plans in relation to Llanishen Reservoir.

  • NRW to share the proposals made by the petitioners and ask for an update on current discussions, and to seek their about the environmental implications of raising or lowering the depth of Roath Park lake to control flood risk; and

He has campaigned on the issue.

 

The Committee considered the petition for the first time and agreed to write to:

 

  • NRW to ask for:
    • their response to the petitioners’ proposal that the current risk of flooding should be recalculated following the completion of Phase 1 and 2 work;
    • further details about the methodology of the options appraisal conducted during the design of the scheme and the results of that appraisal;
    • an update on the outcomes arising from recent discussions with the local community; and
    • how schemes are prioritised on an all-Wales basis, particularly taking account of the views of the local community.

 

  • Cardiff Council to ask for their views on the suggestion that an alternative approach could be to raise and lower the height of the water level in Roath Park Lake to manage flood risk downstream.
