The Bill will improve safeguarding and protect children’s rights and in doing so bring children's rights in line with those of adults. An extensive canon of robustly evaluated empirical evidence shows that physical punishment is associated with poor outcomes for children, including a range of mental health problems and lower self-esteem. Evidence also attests that children learn how to solve problems and conduct their relationships with others through observation of adults, particularly adults in their immediate family. We therefore need to be able to give unequivocal messages to families about what effective parenting means and why raising children free from fear of physical harm in their own home is fundamental to their healthy development.

The current law needs amending to protect vulnerable children and enable professionals to have clarity in their roles and work with the Welsh public.
