1       Introduction, apologies, substitutions and declarations of interest

Apologies were received from Suzy Davies AM.



2       The future of Welsh law: classification, consolidation and codification: Evidence session

The Committee took evidence from the Counsel General.



3       Instruments that raise no reporting issues under Standing Order 21.2, 21.3 or 21.7



3.1   SL(5)469 - Code of Practice on the exercise of social services functions in relation to Advocacy under Part 10 and related parts of the Social Services and Well-being (Wales) Act 2014

The Committee considered the Code and was content.



4       Instruments that raise issues to be reported to the Assembly under Standing Order 21.2 or 21.3



4.1   SL(5)467 - The Sustainable Drainage (Enforcement) (Wales) (Amendment) Order 2019

The Committee considered the instrument with the Government response and agreed to report to the Assembly in line with the reporting point identified.



4.2   SL(5)468 - The Genetically Modified Organisms (Deliberate Release and Transboundary Movement) (Miscellaneous Amendments) (Wales) (EU Exit) (No. 2) Regulations 2019

The Committee considered the instrument with the Government response and agreed to report to the Assembly in line with the reporting points identified, and to highlight issues as a result of the UK’s exit from the European Union.




5       Paper(s) to note



5.1   Letter from the Counsel General: Publication of Writing Laws for Wales

The Committee noted the letter from the Counsel General.



5.2   Letter from the Minister for Finance and Trefnydd: UK regulations relating to exiting the European Union

The Committee noted the letter from the Minister for Finance and Trefnydd and in private session agreed to write a letter to seek further clarification.



6       Motion under Standing Order 17.42 to resolve to exclude the public from the meeting for the following business:

The Committee agreed the motion.



7       Consolidation and Codification: Consideration of evidence

The Committee considered the evidence and agreed to consider a draft letter at a future meeting to the Business Committee on a proposed procedure for the future scrutiny of consolidation bills.



8       Wild Animals and Circuses (Wales) Bill: Draft report

The Committee considered and agreed (subject to minor changes) its report on the Wild Animals and Circuses (Wales) Bill. Members noted the report would be laid by the required deadline of 6 December 2019.
