1       Introduction, apologies, substitutions and declarations of interest

Following Nathan Gill’s resignation as an Assembly Member the Chair gave notification that there is a vacancy on the Committee in accordance with Standing Order 17.11. The Chair thanked Nathan for his work on the Committee.


The Chair led the Committee in congratulating David Melding AM on receiving a CBE in the New Years honours.



2       Instruments that raise no reporting issues under Standing Order 21.2 or 21.3



2.1   SL(5)156 - The Non-Domestic Rating Contributions (Wales) (Amendment) Regulations 2017

The Committee considered the instrument and was content.



3       Instruments that raise issues to be reported to the Assembly under Standing Order 21.2 or 21.3



3.1   SL(5)166 - The Non-Domestic Rating (Multiplier) (Wales) Order 2018

The Committee considered the instrument and will report to the Assembly in line with the merits reporting points identified.



4       SICM(5)2 - Statutory Instrument Consent Memorandum

The Committee agreed to consider a draft report in relation to the Statutory Instrument Consent Memorandum at a future meeting.

5.1   Letter from the Chair of the Equality, Local Government and Communities Committee: Inquiry into Human Rights in Wales

The Committee noted the letter.



5.2   Letter from the Cabinet Secretary for Education: Additional Learning Needs update

The Committee noted the update.



6       European Union (Withdrawal) Bill

The Committee noted the correspondence.



7       Motion under Standing Order 17.42 to resolve to exclude the public from the meeting for the following business:

The Committee considered the progress of the Bill.



9       Regulation of Registered Social Landlords (Wales) Bill: Draft Report

The Committee considered the draft report and agreed to consider a revised version at the meeting on 22 January 2018.



10   Stronger Voice for Wales Inquiry: Draft Report consideration by expert panel

The Committee considered the draft report along with comments from the Expert Panel.

The Committee was joined by Professor Rick Rawlings.



11   Forward Work Programme

The committee noted the forward work programme.
